Security and usability are balanced through operational controls for audit readiness and model access limits. Masahiro Wakabayashi, Polimill's CAIO, cites GPT models' broad capability and ChatGPT familiarity as key adoption drivers, lowering barriers for public employees. GPT models are the most frequently selected for daily tasks. Development speed increased 3-5x using Codex across the workflow, from requirements definition to testing on GitHub, allowing engineers to focus on high-level review.
