Unlike England and Wales, entering the playing surface remains a civil matter in Scotland, not a criminal offence. Maxwell said the sport must collaborate with police, clubs and legislators to consider criminalising incursions and tightening stadium security. He urged clubs to curb inflammatory post‑match commentary that fuels conspiracy theories and endangers officials. Recent prosecutions in neighboring jurisdictions show a legal route can deter repeat offences.

The Scottish FA also reacted to a data‑protection breach that saw referee John Beaton’s personal details posted online after a disputed late penalty secured Celtic’s title race win. Maxwell stressed that leaking officials’ information is unacceptable and that stricter rules on media and club statements are needed to protect referees and preserve the game’s integrity. The FA will draft new guidelines before the season ends.
