Scottish courts will gain expanded authority to issue football banning orders (FBOs) as part of a legislative push to enhance safety at matches. This move follows a series of concerning incidents, including a pitch invasion following Celtic's Premiership title win over Hearts in May, which led to an apology from Celtic and Hearts players describing the atmosphere as menacing.

Celtic was fined £7,500 and received a suspended ticket ban for the incident. Other clubs, including Motherwell, Inverness Caledonian Thistle, Stenhousemuir, and Hamilton Academical, also faced penalties for pitch incursions. The legislation aims to curb anti-social behavior, such as pyrotechnic use and pitch invasions, which have compromised fan and player safety. Community safety minister Kirsten Oswald stated the goal is to ensure football remains a safe and enjoyable environment.

These strengthened powers come amid a reported decline in FBOs, with only five issued between August 2024 and February 2025, down from 37 in the 2023/24 season. The SPFL has welcomed the legislation, emphasizing its role in improving safety for all involved in the game, acknowledging that while such behavior comes from a small minority, it puts everyone at risk.
