EU Approves Apple's App Store Changes, Epic Criticizes Fees

Apple yesterday updated its App Store fees in the EU to comply with the Digital Markets Act and resolve its conflict with the European Commission. The company cut the Core Technology Fee and simplified its pricing structure for apps distributed through alternative marketplaces or the web. Apple stated it worked in "close collaboration" with the EC, and the updates would "resolve Apple's disagreements with the Commission over business terms and alternative distribution."

The European Commission confirmed its approval of Apple's changes, releasing a statement that it "welcomes Apple's changes to their business terms, which follow a close dialogue between the Commission and Apple after the Commission issued a non-compliance decision related to Apple's steering terms as well as preliminary findings related to alternative app distribution, both in April 2025."

The EC will monitor Apple's implementation of the new terms, which go into effect on October 1. Under the DMA, EU users have a right to full and effective choice of alternative app distribution channels.

However, Apple's legal opponent Epic Games criticized the new fee structure, calling them "new junk fees." Epic claims Apple's terms don't comply with the DMA, arguing that the 20% fee on alternative in-app payments, 15% on external purchase links, and 5% Core Technology Commission violate the law. The developer noted it doesn't qualify for reduced fee programs, meaning it would pay 5% on sales through its Epic Games Store on iPhone and iPad in the EU.
