Apple has announced a simplified App Store commission structure for developers in the European Union, set to take effect on October 1. The changes include cutting the link-out commission to 15% and replacing the controversial Core Technology Fee with a 5% Core Technology Commission.

Under the new model, Apple will charge a commission on digital goods and services. The Core Technology Commission applies to apps distributed outside the App Store, while the initial acquisition fee and store services fee have been eliminated.

Commission rates vary: 26% for App Store apps using Apple In-App Purchase, 15% for most developers including those in the Small Business Program, 20% for apps using alternative payment processing, and 5% Core Technology Commission for apps distributed via alternative marketplaces or the web.

The announcement also includes child safety protections, requiring parental gates for users under 18 and prohibiting website transaction links for apps in the Kids category. Additionally, Apple expands eligibility for alternative app marketplaces based on financial stability criteria.

A European Commission spokesperson welcomed the changes, stating they follow a close dialogue with Apple and that the Commission will monitor implementation.
