Meta's Oversight Board published a 15,000-word policy advisory urging caution about expanding Community Notes internationally. The board warned the crowd-sourced fact checks could pose human rights risks if safeguards aren't implemented. Meta didn't consult the board when rolling out the feature in the US but requested guidance for global expansion.

The board recommended withholding Community Notes in countries with high polarization, crisis, conflict, organized disinformation networks, or linguistic complexity. Meta had asked the board to avoid general critiques of the system, which resembles X's approach. Despite concerns, the board noted Community Notes could enhance freedom of expression with proper safeguards.

Oversight Board member Paolo Carozza emphasized that Community Notes and professional fact-checking should coexist. Meta's partnerships with third-party fact-checkers remain active outside the US, with research showing note authors often rely on professional fact-checkers' work. The board stopped short of naming specific countries where the feature should be excluded.
