Since joining the URC in 2020, South African teams have thrived, with Stormers winning the title in their first season and Bulls making three of the past four finals. However, their involvement in the Champions and Challenge Cup has been problematic, with no team advancing past the quarter-finals and persistent travel challenges.

The South African sides are locked into the URC as permanent shareholders until 2030, though shareholder agreements could allow changes. Withdrawal would likely lead to strengthening of the domestic Currie Cup competition. The review coincides with broader discussions about restructuring the Champions Cup to a condensed format.
