The Welsh Rugby Union (WRU) has reaffirmed its plan to reduce the number of professional teams from four to three by 2028, giving licences to Cardiff and the privately‑backed Dragons. This move leaves the futures of Scarlets and Ospreys uncertain, with the western licence likely to be awarded to either Llanelli‑based Scarlets or their Swansea‑based rivals. WRU leaders say the decision‑making process will start in December and conclude before the end of the 2026-27 campaign.

Scarlets managing director Jon Daniels has denied any merger plans with Ospreys and called for greater transparency from the WRU. Ospreys, in turn, have publicly declared that maintaining four professional sides is the correct path, accusing the WRU of pursuing an inevitable reduction. The WRU board justifies the cut on financial grounds, stating that “the available finances, and the player base needed to sustain them, are spread too thinly across four teams” to succeed.

The board also condemned personal abuse aimed at its members, noting Comentary on the social‑media attacks on chief executive Abi Tierney. With 11 board members after the departure of chair Richard Collier-Keywood, the WRU stresses the need for constructive input and warns against unchecked infighting. It emphasises a sustainable model that supports every Welsh community while fostering elite success for both men’s and women’s rugby.
