VAR Expansion and Time-Wasting Rules at World Cup

Fifa has pushed for expanded VAR use at the World Cup to fix clearly wrong decisions quickly, including reviewing corners and incorrect second yellow cards. While many leagues opposed corner reviews fearing delays, Fifa insisted on implementing them at the tournament, leaving it optional for domestic competitions.

A notable case involved Juventus defender Pierre Kalulu being wrongly sent off after minimal contact from Inter Milan's Alessandro Bastoni, prompting referee designator Gianluca Rocchi to apologize for the error. The Premier League's Key Match Incidents Panel found 17 wrongful red cards for two cautions in two seasons, though none this season. The panel also identified seven missed second yellows in 2025-26, but this won't be added to VAR protocol due to concerns about excessive reviews.

Additional measures target time-wasting with countdowns for goal-kicks and throw-ins, where possession switches to the opposition if players take too long. Substituted players must leave within 10 seconds or face delayed replacements, while injured players must stay off for one minute instead of the Premier League's 30-second rule. These changes follow successful trials in Major League Soccer and the Arab Cup.
