Uefa referees' chief Roberto Rosetti says some video assistant referee reviews "were not connected with football" after meeting with leaders from top European leagues. He launched Clear Line, a portal for fans explaining when VAR should intervene. Rosetti stressed: "It's football, not Play Station. We need to be very careful."

Handball remains a major issue. The Premier League had the most relaxed interpretation (a handball penalty every 17.27 games), while the Champions League saw a penalty every seven games. Rosetti noted that perceptions differ across leagues, but they are working together for consistency.

VAR intervention rates also vary: the Premier League had 0.29 per game (lowest in Europe) versus the Champions League's 0.47 per game. Rosetti said "too many reviews" affect player behaviour and that any check longer than 90 seconds risks "losing credibility." A new protocol limits replays to freeze-frame, half-speed, then full speed.

"We want to come back to the origin of VAR," Rosetti said, aiming to put referees at the centre again. Clear Line serves as a guide for clubs, players, and fans, not officials, providing video examples to improve understanding of VAR decisions.
