Mercedes team principal Toto Wolff has raised concerns about Ferrari's ability to continuously introduce major upgrades to their SF-26 car despite Formula 1's strict budget cap regulations. Following the Austrian Grand Prix, Wolff expressed surprise at Ferrari's development frequency, suggesting they should soon exhaust their allocated funds.

Ferrari has rolled out significant aerodynamic changes in Miami and Barcelona, plus the innovative 'Macarena wing' with its pivoting rear wing design. The team also introduced a new engine specification in Austria, raising questions about how they manage resources under the cost cap. Wolff noted Mercedes lacks the buffer to match this upgrade frequency, with their major package only arriving in Montreal.

The FIA's Additional Development and Upgrade Opportunities system grants extra resources to underperforming engine manufacturers. Ferrari and Audi had developments ready immediately after this program launched, while Mercedes focused on battery reliability improvements outside the ADUO scope. Red Bull and McLaren have also pushed updates, though Ferrari appears most aggressive.

Williams confirmed budget constraints force them to use components until projected lifecycle ends. Aston Martin targets one major summer update, contrasting sharply with Ferrari's relentless development approach that Wolff believes defies financial logic.
