UK Regulator Launches Antitrust Probe Into Microsoft Office Bundling Practices

The UK's Competition and Markets Authority has launched a formal investigation into Microsoft's business software practices, examining whether the company's bundling of Windows, Word, Excel, Teams, and Copilot creates unfair competition. CMA Chief Executive Sarah Cardell said the probe aims to ensure UK organizations benefit from choice and competitive pricing in the business software market.

The investigation focuses on whether Microsoft's integrated approach to its Office suite and cloud licensing practices stifles competition. With hundreds of thousands of UK residents relying on these tools daily, the CMA wants to understand market development and Microsoft's position within them. The inquiry concludes by February, when regulators could assign Microsoft a strategic market label.

This isn't Microsoft's first regulatory challenge in the UK. The company previously faced investigations into its OpenAI relationship in 2023 and recruitment practices involving AI firm Inflection in 2024. The FTC has also examined Microsoft's substantial investments in artificial intelligence companies.

Microsoft responded by stating it's "committed to working quickly and constructively with the CMA." While a strategic market designation doesn't automatically prove wrongdoing, it would give regulators expanded authority for future interventions. The outcome could reshape how one of tech's largest companies operates in the UK market.
