OpenAI is expanding access to ChatGPT advertising with a new beta self-serve Ads Manager. US businesses can now sign up directly, set budgets, upload creative, and manage campaigns without going through agency partners. This marks a significant expansion from the initial pilot that only worked with a small group of advertisers and represented a limited test of advertising demand in the AI assistant.

The update introduces CPC bidding alongside the existing CPM model, giving advertisers more flexibility to pay for actual user engagement. OpenAI also launched Conversions API and pixel-based measurement tools, allowing brands to track downstream actions like purchases and sign-ups while maintaining user privacy. Advertisers receive only aggregated performance insights, not access to individual conversations. This addresses one of the most requested features from advertisers.

A partner ecosystem has emerged including major agencies like Dentsu, Omnicom, Publicis, and WPP, plus technology partners such as Adobe, Criteo, and StackAdapt. OpenAI emphasizes that ChatGPT's answers remain independent from ads, conversations stay private, and users retain control over their experience. As people increasingly use the AI assistant to research products and make decisions, advertising represents a new revenue opportunity while helping users discover relevant products and services.
