IOC provisionally lifts ROC ban for 2028 LA Games

The International Olympic Committee (IOC) has provisionally lifted the suspension of the Russian Olympic Committee (ROC), potentially allowing Russian athletes to compete at the 2028 Los Angeles Games. This decision marks a significant step toward their reintegration, ending an effective ban in place since March 2023 following Russia's invasion of Ukraine.

Since the suspension, Russian athletes have competed as neutrals, and national symbols like the flag and anthem have been absent. However, other sports federations have moved towards readmission, with the International Paralympic Committee (IPC) voting to readmit Russian and Belarusian athletes in September 2025 and World Aquatics lifting its ban in April. The IOC's provisional decision comes after assurances that the ROC does not operate in disputed Ukrainian territories.

The IOC has not yet decided on the restoration of national symbols like the Russian flag and anthem. Russian athletes must adhere to anti-doping regulations and commit to promoting peace. The IOC reiterated its solidarity with Ukraine and condemnation of the conflict, stating that athletes should not be penalized for their government's actions. IOC President Kirsty Coventry emphasized the goal of allowing athletes to compete, irrespective of government actions, while maintaining a stance against violence. The IOC will not stage events in Russia or invite Russian government officials.
