The FIA has revised its emergency measures, lifting restrictions on Russian and Belarusian drivers and removing the requirement to sign a neutrality pledge.

After Russia’s 2022 invasion of Ukraine, the FIA banned international events in Russia and Belarus, excluded national teams, and forced drivers to race under neutral flags or another nation’s licence. The recent World Motor Sport Council decision now allows them to compete under their own flag and display national symbols in international competitions.

The circular dated 13 August clarifies that participation remains subject to local laws, and the FIA will continue to monitor the situation, reserving the right to reinstate measures if needed. However, international races on Russian or Belarusian soil, including the 2022 Russian Grand Prix, remain prohibited.

Drivers such as Daniil Kvyat and Robert Shwartzman have already raced under Italian and Israeli licences, respectively. The changes may pave the way for Russian athletes to compete for their country at the 2028 Los Angeles Olympics if the IOC’s provisional lifting of sanctions holds.
