Ukraine has filed a formal complaint with the FIA ethics committee after the ban on Russian competitors in international motorsport was lifted. The Ukrainian Automobile Federation (FAU) requested an urgent investigation into the Russian Automobile Federation (RAF) on Thursday, alleging it operates offices in Crimea, Sevastopol, Donetsk, and Zaporizhzhia—territories recognized as Ukrainian by the UN. The FAU cites breaches of Article 3.3 of the FIA Statutes and Article 1.4.1 of the International Sporting Code, which allow only one national sporting authority per country.

The complaint also notes that RAF leaders, including president Boris Rotenberg, face international sanctions from the US, UK, and EU for aggression against Ukraine. The FAU demands the RAF close these offices and face sanctions.

Earlier this month, the FIA reversed restrictions on Russian and Belarusian drivers, allowing them to compete under their national flags, a change from the ban imposed after the 2022 invasion of Ukraine. However, international events in Russia or Belarus remain prohibited, and the Russian Grand Prix was cancelled in 2022, with plans for Igora Drive to host in 2023 scrapped. During the ban, drivers like Robert Shwartzman raced under an Israeli license, while Daniil Kvyat and Nikita Bedrin obtained Italian licenses, and others represented Kazakhstan and Kyrgyzstan in junior categories.
