The Chaos Computer Club (CCC) is hosting 40C3, Europe's largest hacker conference, from 27 to 30 December 2026 at the Hamburg Exhibition halls. Under the motto "Model Citizens," the 40th Chaos Communication Congress invites participants to develop new societal models amid rising authoritarianism and democratic erosion. The event expects over 16,000 visitors and operates as a non-commercial, volunteer-driven platform where attendees actively shape the experience rather than passively consume it.

CCC frames the Congress as a counter-model to current political trends: "Differences are seen as an asset, the unfamiliar as a source of inspiration, and mutual needs as an opportunity to create a sense of community." The organization rejects the "strong hand" authoritarian model in favor of solidarity and collective responsibility.

Multiple calls for participation are now open: Call for Content (talks), Call for Art (exhibits, sculptures, performances), Call for Music (DJs and musicians for lounge and party stages), and Call for Punk (anarchist, anti-fascist performances at the Punk-Späti). The move to Hamburg's exhibition halls provides expanded space for creative contributions. CCC emphasizes the Congress remains "the model for how things can be different."
