Secretary of State Marco Rubio said on Wednesday that President Trump had invited President Vladimir V. Putin of Russia to attend the Group of 20 leadership summit in Miami in December, marking Mr. Putin’s first in-person appearance at the annual gathering since 2019. Mr. Rubio added that Mr. Trump would speak with Mr. Putin in Miami if he accepted the invitation. The Kremlin did not immediately publicly respond.

Many G20 leaders are unlikely to welcome Mr. Putin’s presence because of Russia’s war against Ukraine. When Russia’s finance minister attended a G20 gathering in Asheville, N.C., last month, his presence drew European protests. Germany’s finance minister, Lars Klingbeil, called it “a signal I find troubling.” Russia was suspended from the Group of 7 in 2014 after annexing Crimea but remains a G20 member.

Mr. Putin has skipped recent G20 gatherings due to the pandemic and his 2022 invasion of Ukraine. Mr. Trump has long opposed Mr. Putin’s isolation and has called for restoring Russia’s G7 membership. Mr. Rubio, once a strong critic of Mr. Putin, now defends Mr. Trump’s call for dialogue. “Ultimately, we all want this war to end,” Mr. Rubio said, adding that only a “negotiated agreement” could stop the fighting.
