Hawaii is preparing for its third hurricane in over a month as Tropical Storm Nolo formed on Wednesday south of the state. The storm could rapidly intensify into a destructive hurricane as it approaches the Big Island, potentially affecting areas still recovering from Hurricane Lala in August. "Folks there are still very much in the recovery phase," said Stephen Parker, a meteorologist with the National Weather Service in Honolulu.

At a news conference, Gov. Josh Green urged residents on the Big Island's southern tip to use state-provided hotel rooms in Hilo if they wish to evacuate. "If you feel unsafe right now, please take us up on the offer," he said. The storm's track remains uncertain, but forecasters warn of possible heavy rain and strong winds.

This year has brought multiple weather disasters to Hawaii, including devastating flooding in March and Hurricane Lowell two weeks ago, which knocked out power to most of Kauai. The governor estimated over $1 billion in disaster-related costs. Nolo could produce rainfall totals exceeding 30 inches in some areas, though that is "not the most likely scenario," Parker noted.
