Amnesty warns on Saudi bid for Derby County amid regulator test

Saudi official Turki Al‑Sheikh has signalled interest in buying a stake in Championship side Derby County. The proposal now sits before the newly‑formed Independent football regulator, which must apply its owners‑test for the first time. Amnesty International UK calls the review a "defining test" for English football, given Al‑Sheikh's ties to the Saudi government and record on human rights.

Derby’s owner David Clowes, who rescued the club from administration in 2022, has floated selling up to 80% of his share. Fans are split: some hope a billionaire injection could accelerate a return to the Premier League after a 20‑year exile, while others cite Saudi Arabia’s use of sport to mask executions, death‑penalty cases and anti‑LGBT policies. Amnesty notes the country recorded 356 executions last year, a new high that fuels ethical concerns.

If the regulator clears the deal, Al‑Sheikh would join the Saudi Arabia‑backed Public Investment Fund’s ownership of Newcastle United, expanding the kingdom’s footprint in English football. The Premier League’s multi‑club ownership rules could also be tested. The regulator’s decision will determine whether a government‑linked figure can control one of England’s oldest clubs, setting a precedent for future foreign investment.
