The Additional Development and Upgrade Opportunities (ADUO) system, introduced to aid manufacturers that fall behind, has sparked intense debate. While the FIA defends its measurement process, critics point out that the system’s design may not fully support the intended safety net.

The first ranking saw Red Bull Ford Powertrains topping the list, a surprise over Mercedes HP Powertrains. Critics argue the system relies solely on internal combustion engine data, leaving out electrical development. Teams such as Mercedes and Ferrari allegedly withheld full power data to secure tokens, stirring frustration at Red Bull.

According to Nikolas Tombazis, the FIA’s measurements are accurate, but the system has weaknesses that need addressing. He notes that relying only on the ICE could give competitors a tactical advantage and suggests future revisions to include the entire power unit. He also acknowledges the need to reduce controversy.

Honda, the manufacturer with the largest deficit, has seen tangible benefits, with its first ADUO upgrade at Zandvoort. Chief engineer Shintaro Orihara says the system works well for Honda, though he welcomes a long‑term rethink to ensure fairness across all teams.
