OpenAI has disrupted a Cambodia-based scam operation that leveraged ChatGPT to facilitate investment, romance, gambling, and law enforcement impersonation schemes. The investigation began after a lead from WhatsApp, and OpenAI has since shared threat intelligence with industry partners and authorities.

This operation highlights how organized criminal groups diversify their tactics, opportunistically using various narratives and personas to deceive victims. The network simultaneously conducted multiple scam types, blending elements like using dating personas to introduce fraudulent investment opportunities or impersonating law enforcement to demand fines. They also generated fake documents and promotional content.

Notably, some users generated content suggesting links to human trafficking and forced criminality, with advertisements for "chatter" jobs in Poipet promising flights and accommodation, alongside records of employee debts and disciplinary actions. While the full financial impact is unknown, the operation may have targeted hundreds of individuals, with some victims reportedly losing thousands of dollars. This case underscores the diversification of scam networks and the blurred lines between online fraud, organized crime, and human trafficking.
