OpenAI's ChatGPT and Roblox Corp. are set to be designated as very large online platforms, subjecting them to the European Union's most stringent digital regulations. This classification under the Digital Services Act (DSA) means both companies will face enhanced obligations concerning content moderation, transparency, and risk assessment.

The EU's Digital Services Act, which came into force in February 2024, aims to create a safer digital space by holding online platforms accountable for the content shared on their sites. Companies deemed "very large" are those reaching over 45 million users in the EU, approximately 10% of the bloc's population. Both ChatGPT and Roblox are expected to meet this threshold.

As a result, OpenAI and Roblox will be required to implement robust systems for identifying and removing illegal content, provide clear explanations for content moderation decisions, and offer users more control over the content they see. They will also need to conduct annual risk assessments and allow external audits to ensure compliance with the DSA's comprehensive requirements.
