Microsoft is planning to remove the classic Win32 Control Panel from Windows 11, replacing it entirely with the modern Settings app. March Rogers, partner director of design at Microsoft, announced on X that his team is migrating all legacy controls from the old Control Panel to the new Settings interface. This transition will be gradual to ensure compatibility with existing hardware and software.

The classic Control Panel, technically "control.exe," has been a Windows staple since the 1990s, hosting various *.cpl files from device drivers and applications. The modern Settings app uses UWP and WinUI 3 architecture, representing Microsoft's push toward a unified design language across Windows. The company is particularly cautious about preserving functionality for network adapters, printers, and other hardware that rely on Control Panel extensions.

This move aligns with Microsoft's broader strategy to phase out Win32 in favor of modern frameworks. The company has already encouraged independent software vendors to adopt WinUI, with Apple's transition of Apple Music from Win32 to a UWP-based application serving as a prominent example.
