NCAA Proposes Harsh Penalties for Transfer Portal Violations

The NCAA football oversight committee is pushing emergency legislation to crack down on transfer portal violations with severe penalties. The proposed rules would fine schools 20% of their football budget and ban head coaches from recruiting and coaching duties for six games if they accept transfers who didn't publicly declare their intentions during the January portal window.

Georgia athletic director Josh Brooks emphasized the need to enforce the established transfer window, calling attempts to circumvent the process a growing issue for college football. Buffalo athletic director Mark Alnutt, chair of the oversight committee, said significant penalties are necessary to emphasize compliance. The committee also voted to eliminate annual limits on official recruiting visits.

The proposed legislation would take effect immediately if approved by the Division I cabinet in April. These penalties include losing five roster spots the following season, even if the coach who accepted the transfer is no longer employed. This comes amid growing concerns about transfer rule violations and compensation issues, highlighted by Cincinnati's lawsuit against former quarterback Brendan Sorsby over a $1 million buyout clause in his NIL contract.
