FBS Committee Proposes Practice and Portal Changes for 2027

The Division I Football Oversight Committee is proposing significant changes to college football's offseason structure, including modified practice schedules and a shortened transfer portal window. These adjustments could reshape how teams prepare for the upcoming season and affect player movement decisions. The plan targets the 2027 season if approved by the NCAA.

The proposal allows for two out-of-season practice sessions, totaling 21 practices with no single session exceeding five weeks. Preseason practices would be reduced from 25 to 21, conducted over a 27-day period. These changes come as programs increasingly adopt NFL-style OTAs, particularly during the late spring and early summer months.

The transfer portal window would shrink from 15 to 10 days, opening on the first business day after January 1. This compressed timeline could accelerate player decision-making and reduce the extended uncertainty that has become common in college football. The oversight committee previously eliminated the spring transfer window, making this change even more impactful.

The committee will vote on these proposals in August, with implementation targeted for 2027. Additional discussions included expanding off-campus recruiting staff to 17 members and creating annual recruiting day allocations. If approved, these changes would mark the most significant structural reforms to college football's offseason in recent memory.
