The Horseracing Integrity and Safety Authority (HISA) is probing five Sunday races in New Jersey and New York after U.S. and U.K. bookmakers flagged odd betting patterns on horses linked to Fair Hill Training Facility. Four of the five horses—The Great Amira, Tepeyac, Classic Rock, and M B Melanie Cares—won, defying long‑shot odds and surprising experts. HISA’s CEO, Lisa Lazarus, confirmed the investigation and noted it was the first time U.K. bookmakers contacted HISA.

All four victors underwent post‑race drug testing. Trainer Angel Quiroz is connected to all five көп horses, while owner Ernesto Ochoa ran two of them. Quiroz dismissed the scrutiny, claiming he simply ran his horses to win. Ochoa expressed pride on social media but acknowledged the controversy.

The investigation highlights HISA’s role, established in 2020 under the Horseracing Integrity and Safety Act, to enforce national racing rules and safeguard betting integrity across the industry.
