WSB Acquires Tennessee Engineering Firm CIA

GHK Capital-backed WSB has acquired Civil Infrastructure Associates (CIA), a Tennessee-based municipal engineering firm, for undisclosed terms. The deal marks WSB's eighth acquisition in three years and expands its municipal engineering platform.

CIA, founded in 2009 by Linda Sullivan, specializes in water and wastewater utilities, civil/site design, aviation infrastructure, surveying, and GIS services for municipalities and public agencies. The acquisition strengthens WSB's presence in the Southeast and enhances its ability to support public-sector clients facing infrastructure, regulatory, and growth-related challenges.

WSB operates over 50 offices with approximately 1,800 employees nationwide, serving government, commercial, and infrastructure clients. CIA's president, Linda Sullivan, will join the combined team as the firms build a coordinated go-to-market plan for 2026.

The integration of CIA's expertise with WSB's existing capabilities positions the combined entity to better serve public-sector clients across the Southeast region.
