OpenAI has announced a groundbreaking partnership with Malta to provide ChatGPT Plus to all Maltese citizens. The initiative, launching in May, represents the first national-scale deployment of advanced AI tools through a government partnership. Citizens who complete an AI literacy course developed by the University of Malta will receive free access to ChatGPT Plus for one year.

The Malta Digital Innovation Authority will manage distribution to eligible participants. Malta's Minister for Economy, Enterprise and Strategic Projects, Silvio Schembri, emphasized the program aims to ensure every citizen—regardless of background—can build digital skills. George Osborne, Head of OpenAI for Countries, called it the kind of strategic initiative that will speed AI adoption across Europe.

The program reflects a growing trend of governments seeking practical ways to help citizens use AI confidently. This partnership is part of OpenAI for Countries, which tailors initiatives to local priorities—whether education, workforce training, or public services. OpenAI is already working with Estonia and Greece on similar national programs.
