The program targets governments and university consortia, offering customized AI tools, learning outcomes research, and OpenAI Certifications. Initial partners include Estonia, Greece, and the UAE. Estonia’s nationwide rollout already reaches over 30,000 users, with longitudinal studies underway to measure AI's impact on student learning outcomes.

This move builds on OpenAI’s mission to ensure AI benefits everyone. By focusing on education, OpenAI addresses workforce readiness as core skills shift due to AI. The next cohort is slated for late 2026, signaling a long-term commitment to scaling AI in public infrastructure.
