Malaysia and Indonesia have become the first nations to block access to Grok, Elon Musk’s AI chatbot, citing inadequate safeguards against explicit AI-generated deepfakes. The ban follows reports of CSAM and non-consensual sexual imagery being created on the X platform. Indonesia’s Communication and Digital Affairs Minister Meutya Hafid emphasized that non-consensual deepfakes violate human rights and digital safety.

The Malaysian Communications and Multimedia Commission cited repeated misuse of Grok to generate explicit content involving women and children, stating the block will remain until X Corp and xAI establish stronger protections. Concurrently, the UK regulator Ofcom has launched a formal investigation into X under the Online Safety Act. The probe focuses on whether the platform prevents illegal content, protects children, and conducts proper risk assessments. Ofcom has the authority to impose fines up to £18 million or block the platform entirely.

Regulators in India and the European Union are also investigating Grok’s capabilities. This global scrutiny highlights the urgent need for AI developers to implement strict content moderation tools to prevent digital abuse.
