Flock Tests AI That Tracks Drivers by Habits

Flock is reportedly developing AI tools that can locate people based on their driving behavior, according to a new report from Wired. The software, originally called Nightshift and now known as OS Investigate, draws from a network of cameras across 6,000 communities to log driver movements. It allows law enforcement to search for individuals using only a location, time, and behavioral pattern—without needing a license plate, name, or crime reference.

A chatbot interface enables officers to input prompts like 'find me witnesses based on vehicles most seen in [neighborhood] during [timeframe].' The tool can cross-reference data with police case files, 911 logs, and commercial records to identify names, addresses, relatives, and friends. Former police officer Noel Pichardo called the technology alarming, stating, 'this sounds completely insane.' Some current officers expressed discomfort but justified its use as necessary. Legal expert Chad Marlow of the ACLU warned that the lack of prompt limitations enables broad fishing expeditions.

Amid growing backlash, several agencies have cut ties with Flock, and cameras have been vandalized or stolen nationwide. A Massachusetts officer faces possible charges for allegedly misusing Flock data.
