Russia Fines Apple $52M for App Discrimination

Russia's Federal Antimonopoly Service is levying a substantial fine against Apple, proposing a penalty of nearly $52 million. The company faces this penalty for allegedly discriminating against state-backed applications and failing to pre-install them on its devices, including iPhones. This action follows earlier demands from the Kremlin regarding the removal of VK apps from the App Store.

The dispute centers on Russia's requirement for devices sold within the country to feature specific Russian software, such as the Max messenger and Russian search engines. Apple has historically resisted pre-installing such software, leading to this escalating regulatory pressure. The fine, if not appeased by July 15, represents a significant financial consequence for Apple's operations concerning Russian mandates.

Apple ceased official sales in Russia in March 2022 following the invasion of Ukraine, with devices now entering the country via the grey market. While the App Store remains operational, Apple has previously removed apps deemed 'undesirable' by Russian authorities. Despite occasional compliance, Apple has not shown willingness to regionally customize its hardware for pre-installed software mandates in Russia.
