Cold Case Breakthrough: DNA Links Suspect to 1988-1990 Sex Crimes

Montgomery County Police have charged Carl Rice Jr. with decades-old sexual assaults after a DNA match connected him to evidence from 1988. The 56-year-old Virginia man faces multiple charges including first-degree rape, kidnapping, and assault stemming from attacks on two women near the Friendship Heights Metro Station and in Bethesda.

Investigators say the first assault occurred on June 24, 1988, when a woman was approached by an 18 or 19-year-old man who forced her across the street and sexually assaulted her. The second attack happened on September 19, 1990, when a woman accepted a ride from a man named "Kevin" who then restrained her and assaulted her in Bethesda. Both crimes occurred near the District of Columbia border.

Rice was charged on December 9, 2025, after detectives received a CODIS DNA match linked to evidence from the 1988 assault. He is currently serving a prison sentence in Virginia for previous rape and sexual assault convictions in separate jurisdictions. Maryland has no statute of limitations for felony sexual offenses, enabling prosecution decades later. Detectives believe additional victims may exist and are urging anyone with information to contact authorities.
