Trump's Reflecting Pool Repairs: Cost Overruns and No-Bid Deals

President Trump has declared the restoration of the Lincoln Memorial Reflecting Pool complete after weeks of work. The project involved coating the century-old basin with dark-blue waterproofing material to stop chronic leaks. While the water now mirrors the Washington Monument, the administration bypassed standard procurement rules to award a no-bid contract to Atlantic Industrial Coatings.

Financial discrepancies define the deal. Trump initially estimated the cost at $1.8 million, but the final price tag reached $14.2 million. This inflation stems partly from a 20 percent profit margin for the contractor, which a National Park Service analysis described as inflated. The project also faced technical setbacks, including two failed attempts to seal concrete joints.

Critics argue the restoration ignores buried pipes that connect the pool to its filtration plant. These pipes frequently leak, and the Interior Department does not plan to fix them until autumn. Without functional filtration, the pool risks returning to a green, algae-filled state. This follows a previous Obama-era renovation that cost over $35 million but failed to solve these recurring issues.
