Trump Tightens Cuba Sanctions, Targets Security Apparatus

The Trump administration escalated its pressure campaign against Cuba on Monday, imposing sanctions on 11 top officials and three government agencies. Those targeted included three generals, the president of the national assembly, and ministers of communications, mines, energy, and justice. The agencies hit were the Ministry of Interior, the National Revolutionary Police, and the Directorate of Intelligence.

Secretary of State Marco Rubio said the designations restrict the regime's ability to suppress the Cuban people. While it is unlikely the targeted officials hold U.S. assets, John Kavulich of the U.S.-Cuba Trade and Economic Council noted the sanctions are significant because of the high-profile positions occupied. "Optically, it's significant because it adds to the portfolio the Trump administration is developing to use as bargaining tools," he said.

The move follows earlier sanctions that prompted Hapag-Lloyd and CMA CGM to suspend Cuba shipping, along with Sherritt International exiting its mining joint ventures. Cuba has received virtually no oil this year after the administration blocked shipments from Venezuela, leaving Havana without power for up to 22 hours daily. The DOJ is expected to indict former leader Raúl Castro this week.
