ICE Suspends Vehicle Stops After Fatal Shootings

ICE agents have been instructed to immediately suspend most vehicle stops nationwide following fatal shootings in Texas and Maine, multiple law enforcement sources told CBS News. The directive applies to Enforcement and Removal Operations (ERO) but not Homeland Security Investigations, and is a temporary pause while officers receive additional training on vehicle-stop tactics. Tom Homan, Trump administration border czar, called it "not a policy change" but a review of recent incidents.

Two fatal shootings prompted the pause. Johan Sebastián Durán Guerrero, 25, a Colombian national, was shot in Biddeford, Maine, on July 14 when he attempted to flee a stop; he was not the target but had a final removal order. Six days earlier, Lorenzo Salgado Araujo, a Mexican national with no criminal record near a work permit, was fatally shot in Houston during a stop for a different target.

Angus King, Maine's independent senator, demanded an independent investigation, criticizing enforcement tactics: 90% of over 200 arrests in Maine last winter had no criminal records—only 19 did. Republican Sen. Susan Collins urged DHS Secretary Markwayne Mullin to halt non-urgent vehicle stops pending investigation.
