Ukraine's Air Force intelligence reports that Russia is mass-producing a new, low-cost cruise missile known as the S8000 Banderole. After over a year of testing, factory output is estimated at ten missiles per day, with quantities expected to rise due to combat success. The Banderole is assembled using components from China, the US, and South Korea, and unlike more advanced Russian missiles, it lacks anti-jamming capabilities and sophisticated flight path technology.

With a smaller warhead and slower speed (300-375 mph), the Banderole is often used as a decoy or against less defended targets. However, its flight characteristics can mimic those of more substantial missiles on Ukrainian tracking networks. Recent attacks have targeted cities like Krivoi Rih, Mykolaiv, and Odesa, with an average of 9-10 missiles per night directed at Odesa and neighboring ports. Civilian infrastructure, including warehouses, has also been hit.

Initially launched from Orion UAVs and Mi-28 helicopters, ground-launch platforms are now reportedly in use. The missile incorporates commercial, dual-use components, including a Swiwin turbojet engine and Murata batteries, making it difficult to prove violations of international sanctions. Ukrainian intelligence has documented 20-30 significant foreign components found in Banderole debris.
