Ukraine has filed a formal complaint with the FIA ethics committee after motorsport's governing body lifted its ban on Russian and Belarusian competitors. The Ukrainian Automobile Federation (FAU) requested an urgent investigation into the Russian Automobile Federation (RAF), alleging it operates offices in occupied Ukrainian territories — Crimea, Sevastopol, and the Donetsk and Zaporizhzhia Oblasts — violating FIA statutes permitting only one automobile club per country.

FAU president Oleksandr Feldman called it a "clear breach" and urged FIA president Mohammed ben Sulayem to sanction the RAF and close the offices. The complaint notes RAF head Boris Rotenberg is subject to international sanctions from the US, UK, EU, and allies. The ban had been in place since February 2022 following Russia's invasion. The FIA world council approved the lift, reportedly proposed by Ben Sulayem, mirroring a similar IOC decision. The ethics committee is now under Ben Sulayem and senate president Carmelo Sanz de Barros. The FIA has been contacted for comment.
