Premier League clubs are limited in how many players they can loan out. Currently, teams are permitted to send a maximum of six senior players on loan to international clubs at any given time. This rule prevents clubs from stockpiling talent, a practice that was more prevalent in the past. Chelsea, for instance, once had 38 players out on loan in a single season.

Clubs can also only loan three players to the same team in another country. A vote on a temporary ban on related-party loans failed to pass in November 2023. Multi-club ownership models, involving teams like Manchester City and Chelsea, were a key factor. Twelve clubs supported the ban, but it lacked the necessary two-thirds majority to succeed, raising questions of competitive balance.

Within the Premier League, clubs can only sign a maximum of two loan players from other top-flight English teams. There are also restrictions on loaning players to teams in the same division. These rules aim to ensure fair competition and prevent any one club from dominating the transfer market through loan maneuvers.

For EFL clubs, the regulations differ, with fewer constraints on loan acquisitions. They can sign an unlimited number of players on loan but can only include a maximum of five loan players in their matchday squad. These varying rules across different leagues reflect the complexities of the football transfer system.
