Hull City sells Pandur and Shehu to dodge Premier League points penalty

Hull City sold goalkeeper Ivor Pandur to Rangers for £6m and midfielder Aidon Shehu to Panathinaikos for £2.5m hours before Tuesday's deadline, avoiding a potential points deduction in the Premier League. The Championship play-off winners faced sanctions for breaching profit and sustainability regulations after overspending by approximately £6m over the three-year assessment period.

The EFL's PSR rules cap Championship clubs at £39m losses over three seasons, with only transfer profits counting toward compliance. Hull's £7m in transfer profits erased their deficit, though they initially planned to sell Kyle Joseph for £5m to Middlesbrough before that deal collapsed at the last minute. The club couldn't register new signings while under PSR investigation.

Pandur, signed for £1.5m from Fortuna Sittard in January 2024, earned three player of the year awards in 2024-25. Shehu, an Albania Under-21 international, never made a first-team appearance and spent last season on loan at Scarborough Athletic. Both players fetched significant profits to satisfy regulators.

Starting Wednesday, Hull can pursue new signings as the accounting period resets. The PSR system itself faces replacement by the squad cost ratio (SCR) model, which permits clubs to spend 85% of generated income on player wages annually rather than restricting multi-year losses.
