Chelsea have been fined £10m and given a suspended ban from registering new players for two transfer windows for breaching FA rules on agent payments between 2009 and 2022. However, a previously suspended six-point deduction, due until 30 June 2027, has been "set aside" following an appeal.

The club's new owners, Todd Boehly and Clearlake Capital, self-reported 74 breaches of FA rules upon their purchase in 2022. Chelsea admitted to making £47m in secret payments to unregistered agents and third parties over transfers between 2011 and 2018. The FA stated it is "continuing to investigate individual misconduct".

The initial fine of £26m was reduced due to self-reporting, co-operation, an early guilty plea, and penalties already imposed by Uefa and the Premier League, bringing the total to £10m. This sum will be invested in grassroots football. Chelsea previously received a nine-month academy transfer ban and a £750,000 fine for academy player registration breaches between 2019 and 2022. All breaches occurred during Roman Abramovich's ownership.
