Chelsea has been fined £10 million and given a suspended two-window transfer ban by an independent appeal board after admitting to 74 breaches of Football Association agent rules. These breaches date back to the Roman Abramovich era and involved dealings with agents, intermediaries, and third-party investment in players.

The club's new owners self-reported the issues in May 2022 during their takeover. Initially, an independent commission had imposed a suspended six-point deduction, but this was replaced by the suspended transfer ban on appeal. The £10 million fine, which will fund grassroots football, was not appealed. Chelsea has previously reached settlement agreements with the Premier League and UEFA regarding the same matters. The club stated they have worked openly and transparently with regulators, and the conclusion of the FA process brings all regulatory proceedings to a close.
