OpenAI Disrupts Russian Influence Operation

OpenAI has banned accounts linked to a Russia-origin influence operation, dubbed “Stop News,” which used AI models to generate recidivist content targeting Africa and the UK. This operation, first identified in October 2024, reappeared using OpenAI's models for text generation, unlike its previous heavy reliance on images.

The actors utilized ChatGPT to create scripts and descriptions for short news-style videos, often translating Russian-language texts into French. These scripts were used in videos featuring AI-generated newsreaders, interspersed with footage related to Africa. The operation also generated content criticizing France and the US in Africa, and Ukraine and its supporters, while praising Russia. Promotional materials for Russian commercial companies, including online gambling, were also produced.

Despite a more sophisticated use of AI tools, the operation's reach appears limited. The core "Newstop Africa" X account had few followers, and associated YouTube and TikTok channels garnered modest engagement. OpenAI assesses this operation as Category 2, active across multiple platforms but without significant breakout into authentic communities, a revised assessment from its earlier higher rating.
