This framework moves beyond simply asking what AI can do, instead considering three core questions: whether AI can perform a significant share of tasks, if human judgment remains central, and if increased demand will absorb productivity gains. The analysis categorizes jobs into four groups: high automation risk (18%), reorganization (24%), growth potential (12%), and minimal immediate change (46%).

Jobs at high automation risk, like data entry and some bookkeeping, involve standardized information processing. Those likely to reorganize, including roles like lawyers and software developers, will see tasks augmented by AI but retain human oversight and judgment. Occupations such as tutors and mental health counselors may grow as AI lowers costs and increases accessibility. Many physical labor jobs, like electricians and plumbers, face less immediate disruption from current AI capabilities.

The framework suggests AI's impact will manifest as task and workflow changes before wholesale job displacement. Current AI adoption data shows higher usage in at-risk occupations, yet recent unemployment trends do not perfectly correlate. The analysis advocates for tailored policy interventions based on these job categories, emphasizing the need for better real-time data combining employment statistics with AI capability and adoption metrics.
