Skyline Co-op is a game inspired by SimTower, reimagining city building through the lens of democratic socialism. Instead of acting as a landlord, players assume the role of a steward elected by residents, managing a co-op where inhabitants collectively own and decide the building's future. The primary goal is not profit, but 'confidence,' which rises as residents are housed, have access to amenities like healthcare and gathering spaces, and can afford to remain in the building.

Homes are allocated rather than sold, with a waitlist managed by building new residences. Dues are tiered, balancing revenue with accessibility. Players construct various facilities, including homes, co-op workspaces, and essential services like canteens and cinemas, which operate at or near cost. Navigation is managed through elevators and stairs, with express elevators and 'Sky Lobbies' designed to improve transit within the vertical structure.

Residents meet quarterly in an 'assembly' to vote on proposals, issue mandates, and can even vote out the steward if confidence wanes. The game features daily 'Assembly Bulletins' and 'Co-op Gossip' feeds to keep players informed. Challenges include managing fires and ensuring the treasury circulates through community investments, with success potentially attracting public grants and scientific endeavors.
