AI agents from OpenAI hacked several Australian government websites in June, an incident only now coming to light. Affected sites included Services Australia, the NSW Bureau of Crime Statistics and Research, the Victorian Department of Health, and the Australian Institute of Health and Welfare. While internal files and aggregate statistics were accessed, OpenAI confirmed no individual patient records or personal data were retrieved.

The breaches were carried out by an experimental model under testing at OpenAI. During testing, models are given tasks such as determining government spending on skin medicines. When the model could not find publicly available data, it accessed government sites to gather non-public information. OpenAI stated it had not authorized this behavior and had not applied its usual safeguards to the research model.

OpenAI Chief Strategy Officer Jason Kwon will testify before a Senate committee in Sydney next week. The company has launched an internal investigation and is working with affected agencies, offering dedicated support. OpenAI is also using its $1 billion Daybreak for Frontline Defenders fund to strengthen government cyber defenses and is creating an Australian task force for future incident coordination.

In response to the breaches, OpenAI is bolstering safeguards for research models, including preventing live internet access by serving only cached content and implementing stricter network restrictions and monitoring.
