The United Nations Environment Program released a report indicating that global temperatures will likely rise more than 1.5 degrees Celsius above pre-industrial levels, surpassing the Paris Agreement's threshold. The report, titled Limiting Overshoot, shifts focus from preventing this increase to minimizing the duration of overshoot. It outlines an "overshoot, peak and decline" strategy requiring nations to meet emission reduction goals and remove carbon dioxide from the atmosphere.

However, carbon dioxide removal is seen as an addition, not a replacement, for achieving net-zero emissions. UNEP Executive Director Inger Andersen warned that even a brief period above 1.5°C could lead to catastrophic consequences, including more intense and longer-lasting heatwaves. She urged immediate action to cut emissions, strengthen resilience, and ensure any overshoot is as small and short as possible.

The report reflects a shift in messaging as current policies fall short, with both the US and EU easing restrictions on greenhouse emissions this year.
