The Premier League's Key Match Incident (KMI) Panel meets weekly to review major decisions like goals, penalties, and red cards. Created by clubs in 2022, it assesses incidents based on the laws and how the Premier League expects games to be refereed, not fan opinion.

The panel first reviews the on-field decision, then the VAR. Since VAR operates on a higher threshold (clear and obvious), it may say the referee was wrong but the VAR was correct not to intervene. Results are released about a week after each meeting and roughly 10 days after the final match of the round.

Findings also help create a merit table for referees, determining salary bonuses. The panel identifies areas for discussion, like relaxing red card definitions for hair-pulling.

Scotland introduced a similar panel in September 2024 with five members, but the SFA discontinued it this season after clubs withdrew.
