European governing body Uefa has told Fifa it must release key documents and answer all questions about its governance and decision-making by 2 November. At the Fifa Council on Thursday, president Gianni Infantino apologised for his World Cup sell-off plan but failed to fully explain how the proposal was devised. In a letter seen by BBC Sport, Uefa general secretary Theodore Theodoridis said world football's governing body had failed to address "a number of fundamental questions".
The letter contains eight pages and 42 questions covering issues from the Fifa Forward Enterprise (FFE) private investment to the Fifa Peace Prize and the controversially suspended ban given to USA striker Folarin Balogun at the World Cup. Uefa writes that the withdrawal of FFE and the acknowledgement of mistakes do not answer how the relevant decisions were taken or why the Fifa Council was not involved at the appropriate stage. Any refusal to disclose information, it says, should be justified individually.
Uefa did not outline what steps it would take if Fifa misses the deadline, but the pressure is intended to build before 18 November, the cut-off date for candidates to confirm they are standing against Infantino in next year's presidential election. Football Association chair Debbie Hewitt, a Fifa vice-president, said that "if he doesn't answer those questions, he's not fit to be Fifa president".
A Fifa spokesperson said the body "intends to reply" to the questions but has "no intention of breaching confidentiality" by commenting on internal communications. Fifa said its governance regulations keep Council meetings and related documentation confidential.
